Maryland State Police have concluded their investigation into a 2023 voicemail involving three Cecil County Sheriff’s Office employees, in which four men discussed sexually assaulting the county executive, according to FOX45 Baltimore and the Baltimore Sun.

The officers under investigation are Lt. Mike Zack, Sgt. Francis Wallace, and Cpl. Jeremy Strohecker. The probe focused on verifying the audio's authenticity and whether the officers were on duty during the recording, Capt. Michael Holmes of the Cecil County Sheriff’s Office said.

Despite the investigation's completion, a county committee has yet to decide if the officers will face administrative charges. The three employees remain suspended with pay.

Former Cecil County Executive Danielle Robinson, the subject of the voicemail, criticized the investigation's scope as insufficient. She emphasized that the conversation involved threats of sexual assault while the men were in uniform, carrying badges and weapons, and called for the officers to be fired.

Robinson stated the issue goes beyond inappropriate language or policy violations, highlighting the seriousness of discussing rape while representing law enforcement authority.
