San Francisco retains contract allowing ICE vehicles in city-owned garage
San Francisco has not ended a contract that permits ICE vehicles to park in a city-owned garage despite having sole discretion to do so.
San Francisco has a contract from 2022 with a private firm that manages a city-owned parking garage used by Immigration and Customs Enforcement (ICE), according to Mission Local.
The contract gives the city 'sole discretion' to terminate the agreement, but the city has not ended it, and ICE vehicles continue to be parked in the downtown garage owned by the San Francisco Municipal Transportation Agency (SFMTA).
Mission Local first reported ICE’s use of the garage on October 30, 2026, and the city only became aware of it last week. The garage is operated by IMCO Parking, which has a sub-contract with the federal Government Services Administration allowing federal agencies, including ICE, to use parking spaces.
The arrangement may violate San Francisco’s sanctuary laws, which prohibit the use of city resources or property for immigration enforcement. Despite sending a letter asking the federal government to remove ICE vehicles, the city has not terminated the contract.
The contract language states the city has the option to end the agreement but has yet to exercise this right, leaving ICE vehicles parked in the Golden Gateway garage as of November 6, 2026.
