A California ballot initiative, Proposition 45, is set for a vote on November 3 and could alter the state's approach to housing development, according to westhawaiitoday.com.

The measure aims to shorten the length of environmental reviews for large projects including housing, roads, and power infrastructure, and make it more difficult to legally challenge these developments.

Proposition 45 is supported by the California Chamber of Commerce and many homebuilders who favor a return to the type of suburban growth that shaped California in the 1960s, sometimes called “sprawl.”

The initiative is backed in part by the Tejon Ranch Company, which has struggled for two decades to develop a large housing project in the foothills above Los Angeles due to lawsuits citing wildfire risk and carbon emissions concerns.

If passed, the measure could encourage more edge-city growth, potentially impacting housing availability and development patterns across California.

Experts like UC Davis law professor Christopher Elmendorf note that the measure represents a push to revive older growth models in the state.
