CBS News obtained photos showing Ukraine's Starlink satellite system connectivity was throttled during a Russian drone strike in Kharkiv that killed five people, including a 1-year-old girl. The attack occurred on October 19, six days after SpaceX limited Ukraine's access to Starlink, a service used to coordinate defenses and some offensive operations.

Elon Musk acknowledged that SpaceX throttled Starlink connectivity in Ukraine, citing violations of the service's terms of use, specifically its use for offensive drone strikes against Russia. Musk stated that the loophole allowing such use was closed the week prior to the attack.

Ukrainian officials told CBS News that the restrictions were imposed without advance notice and affected ground-based air defense radars and drone interceptors, hindering their ability to stop incoming Russian strikes. A Ukrainian parliament member described Starlink as an essential part of the country's air defense infrastructure protecting civilians.

Photographs obtained by CBS News showed Starlink connectivity dropping to 0.1 megabytes per second on the day of the attack, a speed insufficient to support air defense radar operations. Ukrainian officials later confirmed that Starlink access had been restored across the country.

The situation highlights the impact of reduced satellite internet connectivity on Ukraine's military defense capabilities during ongoing conflict, according to CBS News reporting.

CBS News foreign policy and national security contributor H.R. McMaster has provided commentary on the implications of the Starlink restrictions during the conflict, though details of his analysis were not included in the report.
