Baltimore voters approve baby fund to support families with newborns
Baltimore voters passed a ballot measure to create a baby fund providing $1,000 per newborn and expanded family support.
Baltimore voters have approved a ballot measure to establish a baby fund aimed at assisting families with newborns, according to The Baltimore Banner. The measure passed by a 70 to 30 margin, as reported by WYPR, following a three-year campaign to secure voter approval.
The fund will provide $1,000 to families for each newborn starting next fiscal year, along with expanded support services for families in need, WYPR reported. The initiative is expected to set aside about $17 million in its first year, funded by a property tax increase of $0.03 per $100 in taxable property value, according to The Baltimore Banner.
Mayor Brandon Scott intends to use the fund to offer one-time cash payments to parents of newborns enrolled in the program, with potential additional assistance or contributions to Maryland 529 college savings accounts. The mayor has partnered with the CASH Campaign of Maryland to distribute the funds, The Baltimore Banner noted.
Some City Council members, including Councilman Mark Parker, have expressed a preference to allocate some of the fund toward childcare assistance. The City Council and the mayor will determine the specific spending plans, and an advisory board will be formed to develop implementation strategies, WYPR reported.
Supporters emphasized the importance of the fund in supporting children during critical developmental stages. Councilman Zac Blanchard highlighted the city's wealth and the need to prevent children from being born into poverty. School board member Ashley Esposito, who was reelected at-large, stressed ongoing support for students in foster care, unhoused youth, and those with disabilities.
The fund's passage marks a significant step in Baltimore's efforts to enhance economic stability for families with newborns, with local officials and advocates now focusing on how best to implement the new resources.
