Virginia officials seek protections before approving Dominion-NextEra merger

Governor Spanberger and SCC staff urge strict conditions and a rate freeze to protect Virginia customers amid proposed Dominion-NextEra merger.

Virginia Governor Abigail Spanberger and the State Corporation Commission (SCC) staff have expressed strong reservations about the proposed $67 billion merger between Dominion Energy and NextEra Energy, according to NBC12 and WTVR CBS 6.

Spanberger, the first Virginia governor to intervene in an SCC case, has called for a six-year freeze on residential base electricity rates, tripling monthly bill credits, and stronger protections against disconnections. She also emphasized that data centers should bear their own energy costs rather than shifting them to families, as reported by NBC12.

SCC staff have recommended denying the merger in its current form, citing concerns that the companies have not demonstrated the deal would protect Virginians from increased costs or jeopardize reliable electricity service, WRIC 8News and WTVR CBS 6 reported.

The staff outlined conditions for approval, including job protections, local control over large power users like data centers, an independent Dominion Energy board, restrictions on dividends, and maintaining current Virginia employee levels for 10 years. They also suggested a future regulatory review seven to eight years post-merger to ensure service remains just and reasonable.

The public will have two opportunities to comment on the merger proposal on November 5, both in person in Richmond and virtually. The SCC is scheduled to vote on the merger in January, according to NBC12.

Both Governor Spanberger and SCC staff agree that any merger must benefit Virginia families, small businesses, and the workforce, not just shareholders of the companies involved.
